Spain Congress begins processing bill to end early retirement pension penalties

The Spanish Congress has approved the admission of a legislative proposal to eliminate pension reduction coefficients for workers who have contributed to Social Security for 40 or more years. The initiative, introduced by the Podemos party, aims to prevent the permanent reduction of pensions for those opting for early retirement after long working careers.

The proposal passed with 178 votes in favor, including support from the coalition government parties PSOE and Sumar, 33 votes against, and 136 abstentions. While the bill has entered the parliamentary process, it is not yet law and must undergo further committee reviews and Senate approval.

If enacted, the measure could retroactively affect approximately 900,000 retirees. It would allow individuals who previously retired early and faced pension penalties to request a recalculation from the National Institute of Social Security (INSS). Currently, these reduction coefficients can decrease pension amounts by up to 30% depending on the circumstances of the early retirement.
