Spanish labor and bureaucracy issues impact economy

Spanish self-employed workers face significant administrative burdens, spending an average of 226 hours per year on bureaucracy. According to the Federación Nacional de Asociaciones de Trabajadores Autónomos (ATA), this equates to nearly four hours per week dedicated to tax, labor, and social security obligations. This administrative load carries an estimated economic cost of 3,390 euros per worker annually, totaling over 11.77 billion euros for the entire collective.

Simultaneously, labor fraud regarding unpaid overtime remains a major issue in the country. Comisiones Obreras reports that approximately 2.54 million overtime hours go unpaid each week in Spain, representing a loss of 3.3 billion euros per year in wages, social security contributions, and taxes.

Despite the scale of this loss, enforcement remains disproportionate. In 2025, the Labor Inspection conducted 37,386 actions regarding working hours, detecting 14,728 infractions affecting 252,500 people. However, the resulting fines totaled only 15.7 million euros, meaning companies save over 200 euros in unpaid wages for every one euro collected in sanctions.
