Spanish municipalities offer tax rebates to boost residential solar adoption

A new report by Fundación Renovables and the Unión Española Fotovoltaica shows that 66% of Spanish municipalities with more than 10,000 inhabitants provide reductions on the Property Tax (IBI) for households that install photovoltaic panels. The measure covers about 32.2 million citizens – roughly 81% of residents in those municipalities – and represents an increase from 48% in 2021, an 18‑point rise over seven years.

The study also notes that 67% of the IBI incentives have readily attainable conditions, while 29% impose more restrictive requirements and 4% are highly restrictive. In addition to IBI, 76% of municipalities grant rebates on the Construction, Installations and Works Tax (ICIO) and 71% on the Economic Activities Tax (IAE), with most of those incentives also set under permissive terms. The report highlights provinces such as Álava, Palencia, Soria, Segovia, Ávila, Huesca and Teruel, where every municipality has adopted the IBI rebate. A web tool accompanying the report helps users locate applicable local incentives.
