Spanish organizations demand approval of €9 billion Climate Social Plan
More than 50 civil society organizations are urging the Spanish government to urgently approve the Climate Social Plan, a fund totaling €9.099 billion. The plan is intended to protect vulnerable households and micro-enterprises from fossil fuel dependency by financing housing insulation, energy-efficient technologies, renewable installations, and sustainable transport.
The funding consists of €6.8 billion from the European Union’s Social Climate Fund and a mandatory state contribution of at least 25%. Organizations report that while a draft was submitted for public consultation in May and concluded in June, there has been no official information regarding its processing since then.
To unlock these funds, advocates state the government must issue a royal decree-law to transpose EU directives 2023/958 and 2023/959. Without this legal transposition, the European Commission cannot officially approve the plan or mobilize the EU funds. The plan was originally scheduled to take effect on January 1, 2026.
