EU Social Climate Plan implementation in Iberia

Overview

European Union member states in the Iberian Peninsula are advancing national strategies to implement the Social Climate Fund, aimed at protecting vulnerable households and micro-enterprises from fossil fuel costs.

In Portugal, the government has formally submitted a €1.6 billion Social Climate Plan to the European Commission. Managed by the Climate Agency (APC), the proposal targets energy efficiency for 50,000 families, electric mobility for 5,000 families, and the electrification of fleets for 10,000 micro-enterprises. Implementation is projected to begin in the second half of 2027.

In Spain, more than 50 civil society organizations are pressuring the government to approve a €9.099 billion plan. This funding, which includes €6.8 billion from the EU Social Climate Fund and a mandatory state contribution, is intended for housing insulation, renewable installations, and sustainable transport. Advocates note that the government must issue a royal decree-law to transpose specific EU directives to unlock these funds, which were originally intended to take effect on January 1, 2026.
