Spain implements stricter electric scooter regulations and enforcement
Authorities in Spain are intensifying enforcement of electric scooter regulations to improve road safety and urban coexistence. In Vilagarcía, local police issued over 20 fines in a single week, primarily targeting vehicles that lacked mandatory registration with the National Vehicle Registry (DGT). Officers also noted that users frequently used instant messaging and social media to alert one another to police checkpoints, leading to a temporary decrease in scooter traffic in monitored areas.
General regulations for electric scooters include a speed limit of 25 km/h and a prohibition on riding on sidewalks, pedestrian zones, or parks. Users must wear approved helmets, are restricted to a single occupant, and must not use headphones or mobile phones while driving. For nighttime or low-visibility riding, reflective elements are required.
Penalties for violations vary significantly. Fines of 60 euros apply to riding on sidewalks, carrying passengers, or failing to use lights at night. Using headphones or mobile devices carries a 200-euro fine, while driving under the influence of alcohol or drugs can result in a 500-euro penalty. Most significantly, operating a scooter without proper registration, identification labels, or civil liability insurance can lead to fines of up to 800 euros.
