Spanish Provincial Deputations Scrutinized Over Funding and Contract Awards

The Albacete provincial council said a €100,000 state grant fully finances the search, exhumation and identification of victims from the Civil War and dictatorship in La Roda, rejecting VOX claims that the money diverts resources from water, roads or depopulation measures. The funding, provided by the national Secretariat of State for Democratic Memory, is designated exclusively for locating and identifying missing persons and is presented as a democratic‑dignity obligation.

In Seville, the provincial council chaired by socialist Javier Fernández awarded a €12,705 contract (including VAT) to Ana Pérez Luna, who had been the communication director of the PSOE in Andalusia until weeks earlier. The contract covers the update of the province’s LGTBI tourism guide and has drawn attention to the close links between the council’s procurement decisions and the regional socialist party.

Both cases illustrate growing scrutiny of how Spanish provincial governments allocate public funds and the potential overlap between political affiliations and public contracts.
