In early July 2026 the Valencian anti‑fraud agency (Antifraude) reported two procurement irregularities: the Alcàsser town hall paid a communications firm after the contract had expired, and the Valencia fire department awarded a €153,420 contract that appeared tailor‑made for a single vendor, prompting a call for review and possible nullification.

By late July attention turned to provincial bodies. The Albacete provincial council defended a €100,000 state grant, funded by the national Secretariat of State for Democratic Memory, for exhumating Civil War and dictatorship victims, rejecting VOX claims that the money diverted resources from other needs. In Seville, the provincial council chaired by socialist Javier Fernández awarded a €12,705 contract (including VAT) to former PSOE communication director Ana Pérez Luna to update an LGTBI tourism guide, raising questions about party links in procurement.

At the end of July, the municipal government of Alicante, led by mayor Luis Barcala, faced a complaint from the left‑wing Esquerra Unida‑Podem after an internal audit found that 52.17 % of legal‑service contracts—totaling €57,302.03 across 24 invoices—were irregularly split to hire external lawyers despite vacant internal positions. The audit cited breaches of article 99.2 of the public‑contracting law and highlighted delays and extra interest costs for the administration.

These episodes illustrate a growing pattern of scrutiny over how Spanish local and regional authorities allocate public funds, award contracts, and the potential overlap between political affiliations and procurement decisions.
