Sri Lanka officials discuss measures to curb prison overcrowding

Sri Lankan authorities and parliamentary committees are discussing urgent measures to address prison overcrowding and security concerns. The Human Rights Commission of Sri Lanka (HRCSL) has met with officials from the Ministries of Defence, Justice, and Public Security to strengthen security following recent disturbances at facilities in Negombo and Mahara. Key issues identified include overcrowding, poor sanitation, and insufficient water access.

To alleviate pressure on the system, the government is planning infrastructure projects, including new prisons at Bogambara and Mahamodara, and relocating facilities in Galle, Matara, and Wariyapola. Officials are also considering legislative changes to promote alternatives to imprisonment, such as community service and home detention.

Simultaneously, the Parliament’s Sectoral Oversight Committee on Governance, Justice and Civil Protection is examining the high number of suspects held in remand custody, particularly those involved in drug-related cases. The committee noted that delays in court proceedings and reports from the Government Analyst contribute to overcrowding. Proposed solutions include using modern technology to track drug trafficking networks, establishing a modern forensic laboratory to accelerate investigations, and strengthening community-based rehabilitation programs.
