St. Paul Police Chief sues Mayor Kaohly Her for sexual harassment

St. Paul Police Chief Axel Henry has filed a 73-page lawsuit against Mayor Kaohly Her and the City of St. Paul, alleging sexual harassment, retaliation, and professional misconduct.

The lawsuit details several specific allegations, including inappropriate sexual remarks made during official events, unwanted physical contact, and the creation of sexually suggestive photo montages featuring the faces of Henry and other officers. Henry further claims that after he reported this conduct on April 1, 2026, the administration engaged in a campaign of retaliation intended to discredit him and undermine his professional reputation.

These legal actions follow a municipal report that, while acknowledging the mayor’s conduct was “inappropriate and violated workplace expectations,” ultimately found the specific allegations of sexual harassment and retaliation to be unsubstantiated. Legal experts note that the city’s internal findings do not prevent Henry from pursuing his claims in court, where he must prove the conduct was unwelcome and negatively impacted his ability to perform his duties.
