St. Paul Police Chief expands lawsuit against Mayor Her
Overview
St. Paul Police Chief Axel Henry has expanded his civil lawsuit against Mayor Kaohly Her and the City of St. Paul, adding a seventh count alleging reprisal in violation of the Minnesota Human Rights Act. The amended filing claims the mayor acted individually by making public statements questioning Henry’s integrity and excluding him from personnel decision-making.
The litigation follows an independent investigation that confirmed multiple violations of the city’s workplace conduct policy. While investigators did not substantiate specific allegations of sexual harassment or retaliation, they confirmed the mayor engaged in inappropriate behavior, such as touching Chief Henry’s thigh in an unwelcome manner during a budget meeting. The report also detailed the use of a sexually suggestive meme and the creation of doctored photographs involving male police officers.
Chief Henry’s attorney, Chris Madel, previously criticized the city’s initial summary of these findings as a ‘sanitized, self-serving whitewash’ intended to protect the mayor. The lawsuit now further alleges that the city provided only a ‘heavily-redacted copy’ of the investigative findings upon request. Additionally, the amended complaint disputes the mayor’s claims regarding disagreements over police operations and an Axon contract, which Henry asserts was approved before she took office.
In response to the litigation, the St. Paul City Council voted unanimously to hire outside attorneys at rates up to $500 per hour to defend the mayor using taxpayer funds. Separately, Mayor Her transitioned her security detail from the St. Paul Police Department to the Ramsey County Sheriff’s Office on September 8, a move she has declined to comment on.
