State Bank of Vietnam raises maximum loan-to-deposit ratio to 95%
The State Bank of Vietnam has issued Circular 50/2026/TT-NHNN, introducing new safety ratios and liquidity management requirements for commercial banks and foreign bank branches. A key change is the increase of the maximum loan-to-deposit ratio (LDR) from 85% to 95%.
The implementation of the 95% LDR is tied to a roadmap for new liquidity standards, specifically the Liquidity Coverage Ratio (LCR) and the Net Stable Funding Ratio (NSFR). Starting October 1, 2028, banks must apply both ratios. The LCR requirement is set to scale annually from 50% in 2028 to 100% by 2033. The NSFR will begin at 90% in its first year, 95% in the second, and reach 100% from the third year onward.
These regulatory shifts come as the Vietnamese banking sector faces pressure from a gap between credit growth and capital mobilization. According to Ministry of Finance data, as of August 22, 2026, credit growth stood at 9.71% compared to the end of 2025, while capital mobilization grew by 7.97%. This 1.74 percentage point difference highlights a growing need for diverse funding sources, including international capital, to support long-term lending to small and medium-sized enterprises.
