Veracruz Congress bans immediate re‑election, nepotism and adds anti‑stalking offence

The Congress of Veracruz approved a constitutional amendment that prohibits legislators and municipal officials from seeking immediate re‑election and bars close relatives of office‑holders from succeeding them. The reform, which aligns the state constitution with federal rules, passed with 36 votes in favour, six abstentions and no opposition and will take effect in 2030.

In the same legislative session, deputies approved a new provision in the state penal code that criminalises "acecho" (stalking). The offence carries imprisonment of six months to two years and fines of 200‑500 UMAs. Critics warn that the wording is vague, that the low threshold of two repeated acts could be abused, and that it may be used to curb journalistic activity.

Both measures are part of a broader effort to strengthen political accountability and protect personal security in Veracruz.
