Deutsche Bahn flags €3 billion cost surge for Stuttgart 21

The Deutsche Bahn announced that the Stuttgart 21 railway project will incur an additional €3 billion in costs, raising the total budget to roughly €14.5 billion. The opening of the new underground station has been postponed from 2026 to the end of 2031, a five‑year delay.

DB chief Evelyn Palla blamed the overruns on shortcomings in project management, especially the complex digitalisation of the Stuttgart rail node, erroneous cable installations, and an outdated technical building that requires redesign. A revision report also highlighted organisational deficits and poor coordination at key interfaces.

All excess costs must be borne by the railway itself after a court rejected a claim that the state of Baden‑Württemberg, the city of Stuttgart, the regional transport association and Stuttgart Airport should share the burden. Political leaders, including Baden‑Württemberg Minister‑President Cem Özdemir and Stuttgart Mayor Frank Nopper, have demanded transparent timelines and cost controls. Investors are warned of heightened financial risk for the project and the broader German infrastructure climate.
