Suceava–Siret Expressway: Court annuls first two lot awards

A Romanian Court of Appeal has annulled the awarding of the first two lots of the Suceava–Siret Expressway project, ordering the National Company for Road Infrastructure Administration (CNAIR) to re-evaluate the bids.

The decision follows requests from companies Concelex and Construcții Erbașu. CNAIR is now required to re-evaluate the offers submitted by Concelex, Construcții Erbașu, and the Far Foundation association within 20 days. This legal reversal is notable because contracts for these two lots had already been signed in May, albeit with a suspensive clause related to European SAFE program funding.

The first two lots cover approximately 43 kilometers with a combined value of 3.72 billion lei (excluding VAT). Lot 1 (Suceava–Dărmănești) is valued at 2.09 billion lei, while Lot 2 (Dărmănești–Bălcuți) is valued at 1.63 billion lei. The total 55.7-kilometer expressway is intended to connect Suceava to the Ukrainian border as an extension of the A7 infrastructure.
