Sudan arms embargo expansion debated at UN Security Council

The United Nations Security Council faces critical deadlines regarding the sanctions regime in Sudan. The current arms embargo, established under Resolution 1591, is set to expire on September 12, while the mandate for the assisting Panel of Experts expires on October 12.

There is significant diplomatic disagreement over whether to expand the existing embargo, which is currently limited to the Darfur region, to cover the entire country. Proponents, including the United States, argue that the conflict has evolved into a nationwide war involving strikes in Khartoum, Atbara, and El Obeid, making a localized embargo ineffective. There are specific calls to include drones and their components in the embargo, as the UN human rights office has identified drones as a leading cause of civilian deaths.

Opposition to a comprehensive embargo comes from Khartoum, which argues that an import ban would deprive the national army of its right to defend the state. Within the Security Council, the United States, Britain, and France favor increased pressure on warring parties, while Russia and China have historically expressed caution regarding the expansion of punitive measures.
