Overview

In June 2026, the U.S. House Foreign Affairs Committee approved the U.S. Engagement in Sudanese Peace Act, which sought to contest Sudan’s UN credentials until a civilian-led government is established and mandated sanctions on entities implicated in war crimes. Following this, the U.S. launched sanctions under the Chemical Weapons and Biological Weapons Control Act, targeting entities supplying weapons to both the Sudanese army and the Rapid Support Forces (RSF). In July, Washington intensified restrictions after technical assessments suggested the Sudanese army used chlorine-based chemical weapons near the al-Jaili oil refinery in September 2024. By late August, U.S. envoy Massad Boulos, senior adviser for Arab and African affairs to President Donald Trump, presented a draft resolution to the UN Security Council to expand the existing arms embargo from the Darfur region to encompass the entirety of Sudan. This proposal specifically aims to include drones and unmanned aerial technologies to curb the influx of external military, financial, and political support fueling the conflict, which has displaced 13 million civilians and resulted in at least 59,000 deaths. The UN has documented significant civilian casualties from drone strikes, including 1,100 deaths between January and June 2026. The expansion faces significant diplomatic hurdles. Russia has signaled its intent to veto the measure, arguing it would unfairly impact the Sudanese army. China is also expected to oppose the expansion, expressing concerns that widening sanctions could disrupt economic activity and undermine long-term stability. Meanwhile, Sudan’s UN ambassador, Al-Harith Idriss, has advocated for a ‘technical extension’ of the current Darfur-specific embargo, warning that a nationwide expansion could weaken civilian protections. As of early September, the UN Security Council faces critical deadlines, with the current arms embargo under Resolution 1591 set to expire on September 12 and the Panel of Experts mandate expiring on October 12.
