Overview
In June 2026, the U.S. House Foreign Affairs Committee approved the U.S. Engagement in Sudanese Peace Act, seeking to contest Sudan’s UN credentials until a civilian-led government is established and mandating sanctions on entities implicated in war crimes. Following this, the U.S. launched sanctions under the Chemical Weapons and Biological Weapons Control Act, targeting entities supplying weapons to both the Sudanese army and the Rapid Support Forces (RSF). In July, Washington intensified restrictions after technical assessments suggested the Sudanese army used chlorine-based chemical weapons near the al-Jaili oil refinery in September 2024.
By late August, U.S. envoy Massad Boulos presented a draft resolution to the UN Security Council to expand the existing arms embargo from Darfur to the entirety of Sudan, specifically aiming to include drones and unmanned aerial technologies. Proponents, including the U.S., Britain, and France, argue that the conflict has evolved into a nationwide war involving strikes in Khartoum, Atbara, and El Obeid, making a localized embargo ineffective.
Negotiations for a nationwide expansion reached a stalemate in early September. Russia signaled its intent to veto the measure, with Deputy UN Ambassador Anna Evstigneeva stating Moscow will not allow ‘even a hint of broadening the embargo.’ Sudan’s UN representative, Al-Harith Idriss, also opposed the expansion, arguing it would weaken the national military and empower non-state armed groups.
On September 14, the UN Security Council unanimously approved resolution 2828 (2026), granting a one-month technical extension to targeted sanctions and the Darfur arms embargo, effective until October 9, 2026. The mandate for the Panel of Experts was also extended until November 9, 2026. Despite the extension, diplomatic divisions remain as the U.S. continues to advocate for systemic reform of the sanctions architecture to cover all Sudanese territory and address issues such as sexual violence and attacks on humanitarian workers.
