Superintendencia de Bancos issues new debt collection guidelines
The Superintendencia de Bancos (SB) has issued new guidelines, via Circular CCI-REG-2026000007, to establish best practices for debt collection within the financial sector. The regulations aim to ensure that users receive dignified and transparent treatment during the recovery process.
Financial intermediation entities (EIF) are required to prevent abusive practices and ensure that debt collection is equitable and respectful. These standards must also apply to third-party companies contracted by banks, enforced through rigorous internal controls and contractual clauses. Key requirements include adhering to contact frequency and scheduling limits set by the Instituto Dominicano de las Telecomunicaciones (Indotel), as well as guaranteeing the confidentiality of personal data.
Additionally, banks must formally notify users if their debt is assigned to a new creditor, providing a breakdown of the amount owed and contact information for payments. The SB also called upon financial sector associations to adopt commitment letters promoting these best practices.
