Overview

In the Dominican Republic, authorities and industry associations have taken steps to reform debt-collection practices to protect consumer rights.

Initially, the Instituto Nacional de Protección de los Derechos del Consumidor (Pro Consumidor) and the Asociación del Ecosistema de Crédito y Cobranza (COB-RD) signed an agreement to end harassing calls and prevent collection firms from contacting individuals not responsible for a debt. This pact included measures to cap simultaneous seizures and established a joint technical committee to monitor compliance.

Following this, the Superintendencia de Bancos (SB) issued new guidelines via Circular CCI-REG-2026000007 to enforce best practices across the financial sector. These regulations require financial intermediation entities to ensure equitable treatment and prevent abusive practices, extending these standards to third-party contractors. The guidelines mandate adherence to contact frequency limits set by the Instituto Dominicano de las Telecomunicaciones (Indotel), guarantee data confidentiality, and require banks to formally notify users of any debt assignments to new creditors.
