Sweden moves ahead with new civil‑defence alert and communication networks

Sweden’s civil defence agency is preparing to launch SE‑Alert, a cell‑broadcast system that will send important public warnings directly to all mobile phones in a target area without the need for apps or pre‑registration. Implementation is slated to begin in the summer of 2026 and will complement existing channels such as radio, TV, outdoor sirens and internet.

In parallel, the agency is developing the Bifrost application, a crowdsourced air‑situation platform that will gather civilian reports on aerial events – for example drones near critical infrastructure – and share a unified picture with military and civilian authorities.

Separately, the Swedish Association of Local Authorities and Regions (SKR) has warned that the planned replacement of the long‑standing Rakel emergency communications system with the new SWEN (Swedish Emergency Network) could jeopardise the total defence if the government does not clarify the connection process and financing for municipalities and regions. The transition, required by 2030 with a pilot slated for next summer, involves over 650 agencies, and 310 local entities are awaiting guidance. SKR urges mandatory participation and state funding to avoid a fragmented communications landscape.
