Sweden expands military and civil‑defence capabilities amid rising Russian activity
Overview
In early April 2026 Swedish air and naval units began tracking a Russian submarine moving through Kattegatt toward the Baltic Sea, followed a week later by the interception of Russian bombers over the Baltic near Gotland. In response, Sweden launched its first sovereign military satellite in early May to surveil Russian territory and the wider Baltic/Arctic region. The government announced the creation of a new foreign‑intelligence service modeled on MI6 and, despite criticism from the armed forces, moved ahead with a suite of civil‑defence alert and communications tools: the SE‑Alert rapid‑warning system, the Bifrost air‑situation app, and the broader SWEN communications network. Concerns were raised about the slow rollout of the underlying SDK in state agencies, while municipalities and regions were largely connected. On 16 May the newly formed cabinet was presented by Prime Minister Ulf Kristersson, and by late May Sweden confirmed the imminent deployment of SE‑Alert, capable of delivering emergency warnings to all mobile phones in a targeted area within seconds.
