Switzerland to vote on loosening arms export laws
On November 29, 2026, Swiss voters will decide on a proposed amendment to the War Materiel Act that would significantly relax restrictions on arms exports. The reform aims to facilitate exports to 36 selected partner states, including the United States, Germany, the United Kingdom, Canada, Japan, and Australia.
Under current law, weapons cannot be delivered to states involved in armed conflicts. The proposed change would allow exports to these partner nations even if they are engaged in warfare. Additionally, the amendment would remove the standard requirement for recipient states to obtain Swiss consent before transferring weapons to third parties, potentially reducing control over how Swiss materiel is redistributed.
Proponents argue the changes are necessary for the defense industry to maintain access to international markets and supply chains. Opponents, including the Swiss Peace Movement, argue the move weakens neutrality and increases the risk of weapons reaching conflict zones through secondary transfers. The vote follows a parliamentary decision made in December 2025 and was triggered by a referendum.
