Synod Commission proposes changes to Canon Law for greater lay participation

The Synod Canon Law Commission has released a 26-page report proposing significant changes to the Code of Canon Law to increase transparency and the participation of laypeople, including women, in Church governance. The proposals aim to translate theological developments from the 2021–2024 synodal process into formal legal norms.

The commission has outlined three stages for implementation: short-term specific legislative changes, medium-term revisions or new instructions in coordination with relevant Dicasteries, and a long-term comprehensive revision of both Latin and Oriental Canon Law Codes.

Key proposals include reinforcing the ability of laypeople to hold offices, functions, and ministries based on competence, even within ecclesial government. Additionally, the report suggests revising norms regarding Episcopal Conferences and particular councils to foster better collaboration between local churches and deepen the participatory nature of existing ecclesiastical bodies.
