Vatican Synod proposals for lay involvement

Overview

The Vatican Synod has initiated proposals to restructure Catholic Church governance by increasing lay involvement. Initial reports from the General Secretariat of the Synod suggested a shift toward “differentiated co-responsibility,” specifically proposing that the “People of God” participate in the selection of episcopal candidates.

Following these reports, the Synod Canon Law Commission, coordinated by Archbishop Filippo Iannone, released a 26-page report proposing significant changes to the Code of Canon Law. The commission suggests amending 34 canons to better enable qualified laypeople, including women, to exercise various offices, functions, and ministries based on competence. The proposed implementation follows a three-stage plan: short-term legislative changes, medium-term revisions, and long-term comprehensive revision of both Latin and Oriental Canon Law Codes.

Recent warnings from canon lawyers suggest these reforms could undermine Catholic doctrine and the Second Vatican Council by separating governing authority from Holy Orders. Critics, including Dominican canonist Father Pius Pietrzyk, have described the move toward a judicial college composed of those without the power of orders as “revolutionary,” suggesting it could “desacralize the Church” and turn it into a “Protestant community but with a pope.”

Further concerns have been raised regarding the proposal to allow laypeople, including women, to serve as sole judges in ecclesiastical trials involving excommunication or clerical laicization. Father Gerald Murray noted that extending ecclesiastical jurisdiction to non-ordained Catholics may reject the teaching that the threefold office of priest, prophet, and king is reserved for the ordained. The proposals remain non-binding and await examination by the Pope.
