Syria pursues external financing and infrastructure reconstruction
Syria is pursuing several tracks to rebuild its external financing channels and infrastructure. On the diplomatic and financial front, discussions between Syria and India have focused on reviving previous commitments totaling approximately $265 million. This includes the Tishreen Thermal Power Plant expansion and the Hama iron factory projects, which were originally supported by Indian credit lines. Additionally, Syria has reopened debt discussions with the Abu Dhabi Fund for Development after a 14-year hiatus to reactivate stalled developmental projects.
To support these efforts, the International Monetary Fund (IMF) recently concluded a mission aimed at improving the development of Syrian government financial statistics in accordance with international standards. This technical progress is viewed as essential for making the country's financial position evaluable by external creditors.
On a local level, the Aleppo Governorate has launched the ‘Al-Wafa 2’ program, a $6 million initiative to rehabilitate the electricity network in damaged eastern neighborhoods such as Hanano and Al-Sakhor. The project aims to install transformers, poles, and cables to serve roughly 150,000 beneficiaries, facilitating the return of residents and stimulating local economic activity.
