Syria records highest global casualties from cluster munition remnants in 2025

Syria recorded the highest number of casualties caused by cluster munition remnants in a single country in 2025, according to the 2026 Cluster Munition Monitor report. Of the 117 global cases resulting from remnants, 68 occurred in Syria, accounting for approximately 58% of the world total.

The Syrian Network for Human Rights noted that while no new use of these weapons has been recorded in Syria since December 2024, the legacy of previous conflict continues to pose a lethal threat to civilians. The report indicates that the timeline of use in Syria spans from 2012 to 2024.

Survivors in rural Syrian areas face significant challenges due to long distances and high costs of accessing services. Additionally, a lack of investment in victim assistance, administrative restrictions, and obstacles to importing specialized equipment have limited rehabilitation options and the effectiveness of mine-related responses. The Syrian Network for Human Rights has called on donor nations and the United Nations to increase financial, logistical, and technical support for surveying, clearance, risk awareness, and victim assistance services.
