Syria removed from U.S. state sponsor of terrorism list FAST-MOVING
The United States has officially removed Syria from its list of state sponsors of terrorism, ending a designation that had been in place since 1979. The decision, announced by Secretary of State Marco Rubio following a mandatory 45-day Congressional notification period, follows the collapse of the Bashar al-Assad regime in December 2024 and the subsequent rise of President Ahmed al-Sharaa.
In addition to delisting Syria, the U.S. Department of State revoked the designation of Hayat Tahrir al-Sham (HTS) as a global terrorist organization. The Treasury Department also implemented sanctions relief to facilitate economic reintegration. Treasury Secretary Scott Bessent noted that the move aims to foster investment and promote political and economic stability in the country.
Syrian officials, including Foreign Minister Asaad al-Shibani, welcomed the decision as a historic step that removes major obstacles to economic reconstruction and international trade. While the designation has been lifted, officials noted that some other U.S. sanctions remain subject to separate legal processes. Cuba, Iran, and North Korea remain on the U.S. list of state sponsors of terrorism.
