US removal of Syria from terrorism sponsor list

Overview

The United States has officially removed Syria from its list of state sponsors of terrorism, ending a designation that had been in place since 1979. This decision follows the collapse of the Bashar al-Assad government in late 2024 and follows a mandatory 45-day congressional review period.

As part of this policy shift, the U.S. government also revoked the designation of Hay'at Tahrir al-Sham (HTS) as a Specially Designated Global Terrorist organization. The U.S. Treasury Department has implemented sanctions relief to encourage international investment, trade, and economic recovery in the country.

U.S. officials, including Secretary of State Marco Rubio and Treasury Secretary Scott Bessent, stated that the move aims to foster political stability and lift restrictions on foreign assistance, defense exports, and certain financial transactions. Following this implementation, only Iran, North Korea, and Cuba remain on the U.S. list of state sponsors of terrorism.

Syrian officials, including Foreign Minister Asaad al-Shibani and Central Bank Governor Safwat Raslan, have welcomed the decision as a historic step toward removing barriers to reconstruction and international trade under the leadership of President Ahmed al-Sharaa. While the delisting is expected to facilitate reintegration into the global financial system, officials noted that certain other U.S. sanctions related to the former regime may remain subject to separate legal processes.
