Syria targets production of 2 million housing units by 2035

Syria's Ministry of Public Works and Housing has announced a target to produce and rehabilitate approximately two million housing units by 2035. This initiative aims to reduce the current housing deficit by more than 70%.

As of 2025, the housing gap is estimated at 1.9 million units, with projections suggesting it could rise to 2.5 million units by 2030 if supply does not increase. Currently, Syria holds a housing stock of roughly 4.25 million units, of which 1.32 million have sustained varying degrees of damage.

The ministry is implementing four parallel tracks to address the shortage: completing stalled projects, rehabilitating repairable homes, rebuilding damaged residences, and increasing new supply based on provincial demand. Decision-making involves spatial data and geographic information systems to prioritize locations based on population growth, return needs, and infrastructure capacity.

Key ongoing projects include the ‘Abyat Hills’ development in Qudsaya, the Al-Bajaa urban complex with 20,000 units, and the ‘Sham View’ project. Additionally, the ‘New Damascus’ project, valued at approximately $7 billion, is being developed through a partnership between the Syrian sovereign wealth fund and the UAE-based Arada Group.
