Syrian housing reconstruction and development
Overview
Syria’s Ministry of Public Works and Housing has launched an initiative to produce or rehabilitate approximately two million housing units by 2035. This plan aims to reduce the national housing deficit, which was estimated at 1.9 million units in 2025 and could reach 2.5 million by 2030.
The strategy utilizes four tracks: completing stalled projects, rehabilitating repairable homes, rebuilding damaged residences, and increasing new supply. Key developments include the ‘Abyat Hills’ development, the Al-Bajaa urban complex, and the ‘Sham View’ project. Additionally, the ‘New Damascus’ project, valued at roughly $7 billion, is being developed through a partnership between the Syrian sovereign wealth fund and the UAE-based Arada Group.
The broader reconstruction effort faces significant financial hurdles. The World Bank estimates the cost of rebuilding physical assets at approximately $216 billion, including $75 billion for residential buildings and $82 billion for infrastructure. Tjada McKenna, chief executive of Prosper Global, noted that international aid is “woefully insufficient” to meet these requirements and that Syria must compete for funding against other global crises.
