Syrian war crimes trials commence in Vienna

Two former Syrian officials—Brigadier General Khaled al‑Halabi and Lieutenant Colonel Musab Abu Rukbah—pleaded not guilty at the start of their trial in Vienna. Austrian prosecutors accuse them of overseeing torture, aggravated coercion, sexual coercion and serious bodily harm against civilians in the city of Raqa between 2011 and 2013. Both sought asylum in Austria in 2015 and face up to ten years in prison if convicted. The case is being heard under Austria's universal‑jurisdiction laws, allowing local courts to try offenses committed abroad.

In a separate but parallel proceeding, former Syrian Air Intelligence colonel Anwar Raslan is on trial in the same Austrian court for crimes against humanity, including systematic torture and murder during the Syrian civil war. Raslan was previously convicted in absentia in Germany and fled to Austria, where he was arrested in 2023. Prosecutors allege he oversaw torture at Al‑Khatib prison and ordered deaths of detainees, charges that could carry a life sentence. Both trials are seen as landmark attempts by European courts to hold senior Assad‑regime figures accountable for war crimes.
