Taiwan's Zhonglian Oil BaP Contamination Triggers Food Safety Overhaul

A third‑party investigation confirmed that soybean oil produced by Zhonglian Oil in Taichung contained benzopyrene (BaP) above the legal limit. The report identified three major management gaps: relaxed standards for high‑risk raw materials, insufficient testing frequency, and inadequate process‑control adjustments. All seven non‑compliant oil batches were traced to Brazilian soybean imports, and the “hot‑damage grain” acceptance threshold had been loosened from 0.5 % to 5 % in June 2024, increasing the risk of BaP contamination. Process steps such as degumming and bleaching also deviated from set limits, with phosphorus residues exceeding the 5,000 ppm cap.

The Executive Yuan, led by Minister Chen Shih‑zhong, announced amendments to the Food Safety Act that focus on source control, process management, abnormal‑event reporting, quality oversight, and digital governance. The revised law requires high‑risk food producers to raise self‑testing frequency and to submit a Food Safety Monitoring Plan for approval by the Ministry of Health and Welfare. Health Minister Shih‑Chong‑liang emphasized that future monitoring plans must be centrally authorized before a plant can resume operations.
