Nuevo León tourist pass proposal faces regional opposition

The government of Nuevo León plans to implement a mandatory, free “Pase Turístico” (tourist pass) starting October 21, 2026, for vehicles with out-of-state license plates. The measure aims to strengthen vehicular control and road safety, but it has faced widespread opposition from neighboring states, municipal governments, and business sectors.

Authorities in Tamaulipas and Coahuila have criticized the move, arguing it violates the constitutional right to free transit. The President of the Congress of Tamaulipas, Humberto Prieto Herrera, warned that if the measure proceeds, his state may consider reciprocal requirements for drivers from Nuevo León. Similarly, Canacintra Coahuila Sureste expressed concerns that the pass could lead to increased extortion by traffic and police officers and disrupt commercial exchange.

In Nuevo León, the municipalities of San Nicolás and Escobedo have stated they will not enforce the requirement or restrict the movement of foreign vehicles within their jurisdictions. Politically, the Movimiento Ciudadano party has distanced itself from the initiative, claiming it was proposed and approved by the PAN and PRI parties in the state congress.
