Tamil Nadu government drafts Vetri Tamizhagam vision document before budget session

The Tamil Nadu state administration under Chief Minister C. Joseph Vijay has launched a large‑scale exercise to prepare a "Vetri Tamizhagam – Vision Document" that will set out long‑term policy priorities across sectors. Chief Secretary M. Sai Kumar has asked every department to draft detailed vision papers, review existing welfare schemes, and propose reforms. The process is running alongside budget preparations, and officials report that the added workload is slowing routine services such as land‑record transfers in Chennai.

Ahead of the budget, a White Paper on Tamil Nadu’s public finances highlighted a sharp rise in state debt, ongoing revenue deficits and higher interest outlays, urging greater fiscal prudence. Analysts note that the state's gross domestic product has roughly doubled in the period, arguing that debt must be judged relative to growth. They also point to structural changes in India’s fiscal federalism—GST reforms and reduced Union transfers—that affect the state's revenue landscape.
