Tamil Nadu grants mining director power to block inter‑state transport of construction materials

The Tamil Nadu government has amended its mining regulations, adding Rule 3‑A to the Mineral Development and Regulation Act of 1957. The change gives the Geological and Mining Director authority to temporarily prohibit the inter‑state movement of rough stone, gravel, ballast, M‑sand, metal jelly and other construction aggregates when a shortage is anticipated or when domestic demand for public and private building projects is at risk.

The amendment aims to stabilise supply chains after recent complaints of shortages and price volatility for materials such as M‑sand and blue metal. Officials say the new powers will allow quicker decision‑making, tighter monitoring of mineral transport and prioritisation of Tamil Nadu’s infrastructure needs, while continuing efforts to curb illegal mining and unregulated transport.
