Tamil Nadu to implement QR-coded permits for mineral transport

The Tamil Nadu government is set to introduce a QR-coded online permit system to regulate the transportation of sand and other minerals. This digital initiative, managed through the Mineral Management System (MIMAS) portal, aims to replace manual transit documents to curb illegal extraction and the use of forged permits.

Natural Resources Minister D. K. Prabhu stated that the new system will allow officials to verify mineral quantities and source quarries, improving oversight of shipments, royalty revenues, and GST collections. To further enhance monitoring, the department plans to link weighbridges to the MIMAS portal and utilize a control room to track shipments and identify overloaded vehicles. Additionally, mineral-carrying trucks have been given until September 30 to install GPS devices for journey tracking.

While sand lorry operators have welcomed the shift toward digital documentation, they have expressed concerns regarding liability. Specifically, operators noted that drivers are often penalized when contractors provide fraudulent papers. Recent enforcement in the Thiruvallur district saw approximately 14 trucks detained for using fake transit passes.
