Tarragona's renewable energy rollout faces local backlash over benefits

The Catalan regional plan (PLATER) earmarks 1,303 MW of wind capacity and several large photovoltaic projects for the Camp de Tarragona area, multiplying existing turbine numbers and proposing new solar farms that would cover hundreds of hectares. Local farmers’ groups and municipal leaders argue that while the region could become a major power producer, residents will continue to pay market‑rate electricity bills without direct returns, calling the model a “paradox” that threatens agriculture and the landscape.

The Tarragona city council has begun addressing the criticism by approving €288,356 in credit to install solar panels on two municipal facilities: the headquarters of the Guàrdia Urbana and two modules of the former Tabacalera building, with additional projects for the Riuclar pavilion and a nursery school pending. Currently, only the municipal nursery “El Ninot” has photovoltaic panels. Councilor for the Environment Guillermo García says the installations aim to improve building insulation, reduce energy consumption and generate long‑term savings for the municipal budget.
