TCE-ES authorizes CIM Caparaó infrastructure bidding process

The Court of Accounts of the State of Espírito Santo (TCE-ES) has authorized the continuation of the bidding process for Electronic Competition No. 001/2026, managed by the Intermunicipal Public Consortium for Sustainable Development of the Caparaó Capixaba Territory (CIM Caparaó).

Relator Marco Antônio da Silva lifted a previous precautionary measure that had halted the procedure, allowing the process to proceed until a final merit judgment is reached. The court recognized the technical arguments presented by the Consortium, specifically regarding the decision to use a single-lot contracting model. The Consortium argued this approach is necessary due to the interdependence of infrastructure services, the need for regional standardization, and the potential for economies of scale.

The bidding process aims to contract a specialized company for engineering works and services. These include urban and rural road paving with interlocking concrete blocks, rainwater drainage, slope stabilization, watercourse cleaning, and services related to water supply and sewage networks.
