TCE-PE investigation of Santa Cruz do Capibaribe hiring

The Court of Accounts of the State of Pernambuco (TCE-PE) has launched an investigation into hiring practices in the municipality of Santa Cruz do Capibaribe. The probe is examining whether the municipality is using the Brazilian Agency for Economic and Social Development of Municipalities (ABDESM) to bypass candidates who passed the 2024 public civil service exam.

Investigators are looking into whether outsourced staff are performing duties reserved for permanent employees, including roles such as cooks, daycare assistants, and sign language interpreters. The audit will also assess the direct subordination of these workers to the municipal administration and the scale of workforce growth, noting that ABDESM has become the municipality’s second-largest creditor with R$ 14.2 million in payments.

While the investigation was approved, rapporteur Marcos Loreto denied a request to freeze existing contracts or halt new hires, citing the need to prevent the disruption of essential services like psychosocial care and municipal education.
