European Union and Spain address housing crisis and rental shortages

The European Union is moving to strengthen protections for families facing housing instability. Employment and Social Affairs ministers have approved a recommendation to implement early warning mechanisms, emergency rental assistance, and enhanced safeguards against forced evictions to prevent homelessness and residential exclusion.

In Spain, the distribution of 180 million euros in housing funds has sparked political debate. The funds are earmarked for regions that have declared residential market tension zones, benefiting Catalonia, the Basque Country, Navarra, Galicia, and Asturias. Regions such as Madrid, Andalusia, and the Valencian Community are excluded from this specific allocation due to the lack of such declarations.

Private sector initiatives are also emerging to address supply issues. Alquiler Seguro has launched the ‘Plan 5,000’ to incentivize landlords to return residential properties to the market following recent legislative changes. Meanwhile, industry leaders in the Basque Country are advocating for increased public investment in timber construction to provide faster, sustainable, and high-quality housing solutions.
