Russia’s Federal Security Service (FSB) has charged Telegram founder Pavel Durov with facilitating terrorist activities and placed him on the Rosfinmonitoring list of extremists and terrorists. An international arrest warrant has been issued, with Russian authorities seeking extradition through Interpol. Under Russian law Durov is barred from publishing information on the Internet. The FSB alleges Telegram failed to remove channels, chats and bots used by Ukrainian intelligence to coordinate terrorist attacks and other sabotage actions.

Durov responded on social media, mocking the measures and saying Russian officials are “confused about who can ban whom from the Internet.” He highlighted that the designation carries the risk of freezing his bank accounts and restricting financial operations. Durov, who left Russia in 2014, now lives in Dubai and holds French and Emirati citizenship. The charges could carry a life sentence under Russian criminal law. The case follows previous legal challenges in France and a new investigation in Australia over Telegram’s content‑moderation practices.
