Terni hospital project sparks political controversy

The Umbria regional government presented the feasibility study (Docfap) for the new Santa Maria hospital in Terni, selecting the Sabbione area – near the border with Narni – as the site with the highest technical score. Mayor Stefano Bandecchi sharply criticised the decision, calling it a “supercazzola” and warning that the project could be delayed until 2031. He said the regional president, Elena Proietti, approved contradictory administrative acts within three days, undermining a serious design for the hospital. Bandecchi also questioned the financial plan, noting that the Cassa Depositi e Prestiti is acting only as an advisor without secured funds and that Inail’s investment programmes contain no reference to the new hospital. He described the Sabbione location as “foolish” because of inadequate road infrastructure and argued that the site was chosen to mask the cancellation of a separate hospital for Narni‑Amelia.
