In late July 2026 the Umbria regional government released a feasibility study that selected the Sabbione area near Narni for a new Santa Maria hospital in Terni. He suggested the location was chosen to hide the cancellation of a separate Narni‑Amelia hospital.

Critics highlighted the lack of information on staffing, cost efficiency, technological investment and long‑term financial sustainability, describing the presentation as demagogic and insufficient for addressing Terni’s healthcare needs.
