Tether USDT identified as central to Iran's shadow banking system

A report by Senate Democrats has identified Tether's USDT stablecoin as a 'lifeline' for the Iranian regime, alleging it is central to Iran’s shadow banking system used to fund regional proxies like Hezbollah and missile programs. The Senate Permanent Subcommittee on Investigations found that 84 percent of 846 crypto wallets sanctioned by the U.S. and Israel for Iranian links transacted almost exclusively in USDT.

In response to these findings, Senator Richard Blumenthal has called on the U.S. Justice and Treasury Departments to investigate Tether for potential violations of anti-money laundering and sanctions compliance laws. The report criticizes Tether for perceived delays in freezing suspicious wallets.

Tether has defended its practices, stating it has collaborated with law enforcement in 67 countries to freeze over $4.9 billion in assets. The company confirmed it froze approximately $550 million in USDT linked to Iranian sanctions networks during 2026, including $344 million in April and $130 million in July. Tether maintains that its public blockchain transparency allows authorities to track and block illicit funds more effectively than cash.
