Thailand mandates public driving licenses for ride-hailing drivers by 2026

The Thai government is implementing new regulations for ride-hailing services, requiring all app-based drivers to obtain a valid public driving license by September 30, 2026. The initiative aims to standardize safety and service quality for passengers.

To facilitate this transition, the Department of Land Transport has designated specific areas to assist drivers, including members of the Bolt application, with registration and qualification checks. This follows a temporary service suspension by Bolt to update data in compliance with legal requirements.

Drivers must complete online training via the Department of Land Transport's e-learning platform and present a QR code as evidence. The process also involves walk-in applications at transport offices, physical fitness testing, theoretical examinations, and criminal record checks. The Ministry of Transport intends to strictly monitor electronic public transport services and coordinate databases with app providers to manage complaints and legal enforcement effectively.
