Thailand digital platform and ride-hailing regulation

The Thai government has initiated several regulatory measures targeting digital platforms and transportation services to ensure fair competition and public safety.

Initially, the Trade Competition Commission of Thailand (TCCT) moved to curb unfair business practices by digital platforms, specifically focusing on ride-hailing and food delivery services. These regulations aim to prevent high commission fees and restrictions on business partners. Concurrently, measures were introduced to protect small and medium-sized enterprises (SMEs) by mandating faster payment terms from large corporate buyers.

Following these broader commercial regulations, the government introduced specific requirements for the ride-hailing sector. By September 30, 2026, all drivers using ride-hailing applications must obtain a valid public driving license. To comply with these safety standards, drivers are required to undergo online training, physical fitness tests, theoretical exams, and criminal record checks.

As the deadline approaches, the Department of Land Transport has designated specific areas to assist drivers, including members of the Bolt application, with registration and qualification checks. This follows a temporary service suspension by Bolt to update data in compliance with legal requirements. Drivers must complete online training via an e-learning platform and present a QR code as evidence. The Ministry of Transport intends to strictly monitor electronic public transport services and coordinate databases with app providers to manage complaints and legal enforcement effectively.
