Third Basic Prosecutor's Office in Belgrade accuses Ministry of Justice of obstruction

The Third Basic Prosecutor's Office in Belgrade has accused the Serbian Ministry of Justice of obstructing its operations. The office claims that for nearly ten months, the Ministry has withheld approval for its Rulebook on internal organization and the systematization of jobs.

According to a statement released by the prosecutor's office, the lack of response—despite 12 formal urgencies sent since November 12, 2025—has prevented the regulation of staff status. This delay has made it impossible to conduct personnel changes, hold job competitions for new staff, or promote existing employees who meet the necessary criteria.

The office noted that these delays are particularly impactful because it has operated with incomplete job systematization for years and recently welcomed 13 newly elected public prosecutors in May 2026. Furthermore, the office stated it is legally required to align its internal acts with new legislation within six months, a task it cannot complete without the Ministry's approval.
