Belgrade judicial reorganization and administrative dispute

Overview

The Third Basic Prosecutor’s Office in Belgrade has accused the Serbian Ministry of Justice of obstructing its operations. The office reported that for nearly ten months, the Ministry has withheld approval for its internal organization rulebook and job systematization, despite 12 formal urgencies sent since November 2025. This delay has reportedly prevented personnel changes, job competitions, and promotions, even following the addition of 13 new public prosecutors in May 2026.

In response to judicial reorganization following amendments to the Law on the Seats and Areas of Courts and Public Prosecutor’s Offices, the Minister of Justice, Nenad Vujić, has established a working group. This group is tasked with managing the division of the Third Basic Court and the Third Basic Public Prosecutor’s Office in Belgrade to facilitate the creation of a new Fourth Basic Court and Prosecutor’s Office. The group must propose a plan by November 1, 2026, to distribute resources, archives, and personnel ahead of the March 1, 2027, implementation date.
