Hungary elects leaders for new National Asset Recovery and Protection Office

The Hungarian Parliament has elected Anna Róza Unger as the president of the newly established National Asset Recovery and Protection Office (NVVH). In a secret ballot, Unger received 137 votes in favor and 7 against, securing the required two-thirds majority. Her six-year term is set to begin on September 1. Additionally, Katalin Tasnády, a prosecutor from the Central Investigative Prosecution Office, was elected as the investigative deputy head with 139 votes in favor and 6 against.

The NVVH is tasked with investigating abuses involving public assets, preventing the misappropriation of state property, and recovering assets that have been illegally removed from the public domain. The agency will be located at Markó utca in the space vacated by the Curia. To fund the new institution, the government will transfer 2.3 billion HUF from the remaining funds of the dissolved Sovereignty Protection Office.

The election process faced significant criticism from various political figures and organizations. Critics questioned Unger’s professional background, noting her expertise is in political science rather than law or criminal investigation. Some opposition members and legal experts suggested Miklós Ligeti, the legal director of Transparency International Hungary, would have been a more suitable candidate. During her hearing, Unger noted that it might not be realistic to expect final court rulings on all uncovered cases within her first six-year term, a comment that drew scrutiny from those expecting rapid accountability.
