To Lam calls for improved efficiency in Party leadership and governance
General Secretary and President To Lam presided over a working session with the Central Organizing Commission on August 20 to review the five-year implementation of Resolution No. 28-NQ/TW. The resolution focuses on innovating the Party's methods of leadership and governance over the political system in the new era.
To Lam identified several existing limitations in the current system, including a proliferation of scattered documents, frequent but low-efficiency meetings, and unclear responsibilities regarding tasks and deadlines. He noted that some instances of decentralization have failed to provide sufficient authority, resources, or data, while others involve excessive interference in management and operations.
The General Secretary emphasized that the goal of the review is not merely to issue new documents but to identify the specific obstacles hindering leadership effectiveness. He called for proposing mechanisms that create real transformation, ensuring that the Party leads comprehensively without performing the functions of the state administration. He stressed the importance of maintaining the continuity of the reform process while making leadership more scientific, democratic, and efficient.
